It raises your entire empire's Unity / Amenities / Spiritualist Attraction, not just that planet, and is most effective if used on a Holy World from Spiritualist Fallen Empires. Even in ideal use (3x Holy World) its +24% Unity, +12% . I consecrated more of them but can use another 'Consecrate World' decision so probably they are already colonised. Steps to reproduce the issue. 1. Use 'Consecrate World' decision on uncolonised planet. 2. Colonise it. 3. Planet lose 'Consecrated World' status but bonus persist.
